[Ncep.hmon] please test Rocoto 1.3.0rc2

Hi Sam,

I have switched to use this new version of rocoto/1.3.0rc2 for one of my
HWRF experiments running on Wcoss Surge and jet. So far everything is
running smoothly. Will let you know if I encounter any issues.

Note: For my experiment on jet, I am still using PBS, and I did not test
SLURM yet.
