[Ncep.hmon] theia data migration to hera

Hi All,

We have 143TB data on the following theia disk:
/scratch3/NCEPDEV/hwrf/noscrub/input

Since theia wiil soon be decommissioned, we need to copy these files over
to hera. In order to ease the burden of data migration on hera, I will
delete following sub-directories before moving the data directory to hera:
 ./FY2017_GFS                ---- 48T
./FORECAST                   ---- 18T
./FY2018_GFS                 ---- 3.1T
./nemsio                          ----- 3.1T

Please let me know if you are still using the files in the above
directories.

Also, please remember to move your own files from theia to hera.
