[Ncep.hmon] Theia hwrf disk usage over soft quota

Hi Zhan, Dan, etal,
I saw there are a huge amount (49T) data of 2017 version of GFS/GDAS input
files under:
[Bin.Liu at tfe05 FY2017_GFS]> pwd
/scratch3/NCEPDEV/hwrf/noscrub/input/FY2017_GFS
[Bin.Liu at tfe05 FY2017_GFS]> du -csh .
49T .
49T total
We probably can delete lots of those input data on disk if nobody is using
those data. In any case, if needed, they can still be retrieved from hpss.
