[Ncep.hmon] Data transfers to jet and theia

Hello all,
With no active storms, the end of the hurricane season, and saturated disk
usage, I am stopping the data transfers to jet and theia. If you want a
specific dataset, please let me know and I will see if I can resume that
data transfer.
