[Ncep.hmon] fix and parm files for new rtofs (updated)

One more thing to suggest....

For *updating BC during r*unning HYCOM with *old RTOFS* IC, use new fix,
parm and namelist files fro:
at both Surge and Luna:
/gpfs/hps3/emc/hwrf/noscrub/Hyun.Sook.Kim/save/hycomv10_fix, and
/gpfs/hps3/emc/hwrf/noscrub/Hyun.Sook.Kim/save/hycomv10_parm.
