[Ncep.hmon] Please test Rocoto 1.2.4 Release Candidate 1

Hi all,

There is an upcoming bug-fix-only release of Rocoto that fixes all known
WCOSS issues.  Could you please test this release?

If you know of anyone else who may need Rocoto on WCOSS, please forward
this information to them.

module use /usrx/local/emc_rocoto/modulefiles
module load rocoto/1.2.4-RC1

The 1.2.4-RC1 modulefile is also available in the HWRF soft/modulefiles.
