[Ncep.hmon] cray rocoto 1.2.2 and earlier will break after WCOSS filesystem split

Hi,

Rocoto 1.2.2 and earlier are in /gpfs/hps/emc/hwrf, which will move after
Saturday on Luna.  The modulefiles will have to be updated for the new
location.  I'll do that as soon as possible after the filesystem switch is
complete this weekend.

Rocoto 1.2.3 and later (git master or branch snapshots) are in /usrx/local
and so they will NOT break.  Anything in /usrx/local will not move during
the filesystem split (/usrx/local will still be /usrx/local).
