[Idp.gis.support] Windows ArcGIS desktop machine at NCO

NCO has asked that we try to reduce redundancies where possible.  Let's
please test to see if using the same machine works before requesting
another as there are support/licensing costs involved.  If concurrent use
becomes an issue lets see if we can address it first.
